Sources tell CBS News that would-be Times Square bomber Faisal Shahzad appeared on a Department of Homeland Security travel lookout list - Traveler Enforcement Compliance System (TECS) - between 1999 and 2008 because he brought approximately $80,000 cash or cash instruments into the United States.
TECS is a major law enforcement computer system that allows its approximately 120,000 users from 20 federal agencies to share information. The database is designed to identify individuals suspected of or involved in violation of federal law.

The system has been recently called inefficient by members of Congress. In late March, Senator Joe Lieberman of Connecticut and Susan Collins of Maine criticized the system in a letter to DHS, writing that, "Current functionality does not allow interoperability among databases, fast searching of information, modern interfaces for users of the system, or sufficient security to protect critical terrorist travel data."
A modernization of the system began in 2008 and is expected to be completed by 2015.

Good question, but it is a far, far greater threat to allow someone like this to become a US citizen.
It’s pretty clear to me that this is a shining example of incompetence. The watchlist and the issuer of green cards are both under Homeland Security. They clearly don’t share information with each other.
Who the heck do they have programming this?

To become a naturalized US citizen, one must undergo a much more thorough vetting process, one which of course should include some knowledge of what this country encompasses.
True, one must review the green card item, but it is paltry next to that of becoming a US citizen.

Gosh, I’ve worked in IT recruiting, going through the green card and citizenship process with quite a few applicants, so yes, I’ve been pretty close to the process and its inner workings.

There is no doubt why this guy got his citizenship. He’s Muslim, anti-American and a terrorist. These are exactly the kind of people Onada is drawn to. This fool is no different than Chavez or Absurdijumbi (or whatever) from Iran.
He became a citizen in 2009, but I would not be surprised if the review process took place in 2008, or perhaps in 2007, when Bush was in office. The level of incompetence for most government bureaucracies doesn't change from administration to administration.

Obviously, you cannot know the diff between a green card and a US citizen as you refuse to say anything other than address the green card issue.
