Single actors (example terrorists) can conspire to commit crimes using multiple sources that do not include other obvious people...it just takes the ability to deceive on multiple fronts using technology and knowledge gleaned from books, the Internet or other sources made available by unscrupulous anonymous actors. Yadda yadda yadda.

Whatever...I suppose all men are an island in your view. In my world, the ability to commit crime is not a conspiracy but the the lack of effective punishment for the crime, which helps the criminal to lose the will to flee the crime, is a conspiracy of law.
