Kapi’olani Hospital?
Perhaps there is a retired Doctor, Nurse, Aide, etc. who can publicly state that they were there during the birth. Nothing wrong with that — no medical information is being exposed. Let’s here from someone who was present!!

It seems to me that there should be records of the names of doctors who had practicing privileges at this hospital in August, 1961, right? Maybe some super sleuths could dig out this information and hunt these people down.

That would make sense, but that's not the way the HIPAA law is written. One of the items listed as "protected health information" is

the provision of health care to the individual,
. So yes, even acknowledging that 0bama's mother was a patient is illegal, and makes the person disclosing liable for a hefty fine and possibly prison.
