According to a spokeswoman for the Houston Airport System, the luggage exploded shortly after the jet landed around 2 p.m. Ground crews said they noticed something strange about the luggage and were working to remove it when the explosion occurred.

Instead of carefully handling luggage they threw the luggage out of the cargo hold and something inside broke.
Could be anything at all. Shaving cream. etc.
