I'm guessing that habeas corpus was suspended for the Japanese who were rounded up and interned in camps during WWII. We had a declaration of war against the Japanese at the time.

Do we need to expand the "war on terror" to be a war on a named country before we can round up the people with expected allegiences to that country?
