Now why is May chosen as the the month for this? Any particular historical reason? He is insulting anti-communist Jews by choosing May Day as the time for this proclamation.

....trying to suck up to American Jews... Probably, but this isn't the way to do it. Having a designated "heritage month" or "history month" is downright embarrassing. ...although I didn't quite realize the extent of the embarrassment until right now.
