It was not necessarily a terrorist device, in that it might have been intended for use in a gang war. Without knowing more about who was detained, we don’t know.
Um... OK but I expect a lot of people find gang wars terrorizing too. Did you check out the photos? What gang would they belong to? (now there's a straight line for someone). :-)
