Try a Social Security card and a driver's license. I know there are plenty of counterfeits available, but police can check and verify documents rather easily. Both cards can be made far more secure as well.

We live in an age when every time you get on the internet is recorded somewhere. Every time a police officer pulls you over for speeding he takes your license and views everything about your legal status before he even returns to your window. There is no excuse for a legitimate person's status not being verified with a little on the spot diligence and some savvy questioning.

And anyway, even if it's only 90% effective, that's a far better state of affairs than the developing chaos we have now.
