Yes it does. But you are required to carry proof of insurance here in Arizona. It's against the law not to have it in your car when you are driving.

You are involved in a wreck you have to produce it....unless your are illegal, then you skate and the poor guy you hit gets stuck with the repair bill for his car that should have been paid for by the guy causing the wreck.
