Evidently Arizonans who voted in the last gubernatorial election didn't get the memo, since they elected a Republican...who just signed the bill.

The last gubernatorial election in AZ elected a Dem as governor—Janet Napolitano. Brewer, the Lt. Governor, is serving out the rest of Napolitano’s term.
