Not necessarily. They’re not as bright as many think. They’re certainly more crooked and corrupt than many think. The thing is, this is business as usual in for the Chicago thugs but now they are in the big leagues and don’t know quite how to play this game yet. So far their old Chicago thuggery is still working, bribes, threats, etc. Their days are numbered.
Not likely, because the document was almost certainly prepared by a not-too-tech-savvy associate lawyer at the law firm defending Blago, and/or scanned in by a low-level office staffer who really doesn’t have the training or inclination to worry about that. There will be at least one more unemployed law-firm associate in Chicago after this muck-up.
