Keep in mind that this TMZ, so they probably don't have a clue about the location (other than DC) or a discription of the perp. However, it's fair to point out that local DC media NEVER includes in the perp's description his racial identity.

The neighborhood is probably either G-Town or Foggy Bottom, in all likelihood.

Several years ago, right around the time of the single most expensive home that had ever been sold in DC (Georgetown) a tourist from Europe was gunned down right in front of that very same home. In DC, NO neighborhood is safest, even the most expensive neighborhood.
