It doesn't matter who Forbes would have chosen for Treasury, they wouldn't have seen the crisis coming and they would have had to do something to assure the worldwide financial community that they shouldn't panic and cause a worldwide depression. Which was what the TARP averted. And as Forbes has pointed out, all the banks but Citi have paid the money back...with interest...which is what the Bush people said would happen.
I don't remember Forbes running around with his hair on fire, screaming that a crisis was coming and I'm a big fan of his.
Look, we’ll never know so all we can do is speculate. I like a lot of what Bush did, but I also think he missed some opportunities, like better protection of our borders.
