Low turnout in that district is a bad sign for the Rats. It doesn't mean the Dem is going to lose, just that even loyal Dems are having trouble getting enthused about their party.
It's very unlikely the R is going to win.

....and this is what’s going to happen in November...Dems know how to get their people to the polls...we don’t....we sit around and huff and puff, and fight among ourselves, but in the end we don’t have the numbers....we must wake up on the local level or we are lost.

Maybe they didn’t want to throw too much into it since it’s only a couple of months. Just trying to make excuses I guess but they’ve got a lot of races coming up and most of them a much better chance of winning.
