What it means is that Lakin is going to a court martial, having disobeyed an order from a CMH recipient.
He’s going to have to defend that to a military jury. He won’t be able to.
Not even close....
Col.Roberts did not make that decision in a vaccum.
He was DIRECTED by higher authority. Whoever has “convening authority” over Lakin is the ONLY officer who can initiate court-martial proceedings.
For all we know.. Roberts and Lakin may play golf together.

Unless Lakin simply points out that the particular order he refuses to obey is not what Roberts won the CMH for.
