I have (yet another) dumb question.....

If the goal was to give health coverage to people who can’t afford it, why not just extend Medicare to people under age 65 who meet a “means test”?

The goal was never to improve the health care system or to make it more affordable. The goal was to take over an element of the economy that is financially significant, and one that affects 100% of the people. It is about control of the money and the populous.
