Id say that while its good to teach your kids to stand up for themselves, i dont think this solves the root issue. We should be doing something to prevent bullying from happening in the first place. Its not like bullying's anything new, everyone has had to deal with it and there are ways of preventing it from happening.

Are you going to go into the workplace... and do the same? Bullying is an abhorrent aspect of human behavior. Do you really think criminalizing bullying thought, speech etc... is going to eliminate it? All you will do is give the govt more control and policing power over our lives. I’m sorry, I’m not willing to do that.

I agree and I will agree with the sentiments of other posters here who have said that schools need to change some of their policies. When I was in school, they had a policy that if you were involved in a physical fight...it didn't matter who started it, everyone got into trouble and possibly suspended. Even if the other person started it. IMO, this creates a false sense of security much like gun-free zones create. You'll have a small percentage of the school population creating havoc for the rest of the students who are afraid of the school rule and don't want to get into trouble for standing up for themselves. And really, going to the guidance counselor to have a sit down chat with all parties involved doesn't usually help in bullying cases.
That policy is still in place and I've already told my kids that if they can't walk away and someone starts a fight, they have my permission and support to defend themselves regardless of what the school says will happen.
