The Bush administration did release many from Gitmo but how were they supposed to be sure what information against them another country had or did not have?

What does “innocent” mean in this context? Does it mean they were not active combatants against our military? They may very well have been taliban members that Afghanis and Pakistanis wished to be rid of.
