I doubt it will even reach the Senate. Obama will circumvent it. Yes, I know about the rules. We saw the rules during Obamacare legislation.

I have heard no mention that Senate confirmation is needed. Perhaps the 0bama-trons have found a way to side-step that Constitutional requirement
