Making things up and playing pretend in reaction to those fantasies at that age tends to indicate some form of dementia or derangement.
The media had nothing to do with this. The Lt. Commander embraced the self-evident fiction that he can form his own Grand Jury and go about willy nilly indicting people. Silly but harmless, I suppose. Except he then went to the next level, the idea that he could arrest people based on the findings of his own personal fantasy Grand Jury. Then he tried to act on that idea, which is inevitably the point that simple realities obvious to the sane among us will intervene.
