There is not a limit to consecutive terms in what you’ve posted, hence no term limits. Congressmen only hold and exercise power for a term of 2 years from election, but they get re-elected every two years.
Perhaps that’s true, yet I”m unable to locate where (in their law) it states that. Have you found it?
