Who says the Russians have in any way been consistent on their posture? Notwithstanding their decades of experience in deploying ABMs, their negotiating posture is that deep cuts are not feasible until/unless the U.S. forswears further ABM development/deployment. They are paranoid that the U.S. will develop a system sufficiently capable of rendering 800 Soviet warheads impotent. It could be a bluff, but our president certainly seems to take it seriously.
