I have personally heard Limbaugh deny that there was a BC issue when someone call in and brought it up by lying to the screener, since it has been his policy to screen out all callers who bring up BC issue!
It has been reported here on FreeRepublic that FCC has told TV and Radio stations that if they pursue BC issue, their license might be in jeopardy.
So now he is talking about it. I'm just applying logical inference to publicly verifiable FACTS! If this qualifies as "personal hallucination" I plead guilty, and also, could care less if you can follow.

What’s changed? He’s talking about something for which there is actual evidence.

To suppose that he was ordered not to talk about a particular issue is absurd.
