Well, if I understand the question right... ultimately, God is in charge and always has been since the beginning of history.
BUT, that doesn't mean that others don't get to carry out their agendas in this world, too. It happens all the time. God just allows certain things to happen in order (many times) to bring it out in the open for others to see too. God already knew and didn't have to "be shown" to Him -- but we don't always see what is hidden in other people's hearts.
Besides that, it's clear that Satan will be given complete control over this earth at a particular coming time in the future. But, even though he has "control" (to do what he wants to) it doesn't mean that his control will succeed in doing what he wants to do.
Satan may have control of the world, but there will be a lot of other sinful people in the world, too, who will not always want to do what Satan wants to have done (hey! ... they're gonna all think they should run the world, doncha know ... LOL ...).
It will be like Satan trying to "run herd" on a bunch of wild and crazy hyenas out there in the world.... all you'll get is total chaos...
In the end, God will allow this evil to come to its maximum, and then He will bring His wrath upon the world, all the wrath that God has "saved up" from the beginning of mankind and its sinful condition. And after the full wrath of God is expended, saved up from the beginning of mankind -- then the Messiah of Israel will come back to earth to set up His one-world government and rule and reign over all the nations of the world, through Israel, the "head nation" at that time in the Lord's Kingdom on this earth.
And I do agree Jordan which also is in the land given Israel!
The only reason that I mention Jordan is that the Bible indicates that this is an area that seems to be independent and not in control of the forces that flood through the land of Israel. For some reason Jordan escapes that (certainly by the providence of God, in any case), and thus, Israel escapes to Jordan (at least those who are to be protected by God).
I just thought I should make that point, since I don't see Israel as having the full borders for the land given to it by God -- until the Millennial Kingdom of the Messiah of Israel sets up when He returns to earth (and this event is prior to that Kingdom being set up).
