When I was very young, I was the shy girl who was picked on. But, when I started at a public high school where few people knew me, I reinvented myself (not in a good way) and refused to back down. The way I saw it, I shouldn't have to back down because I did nothing wrong. I would be walking down the hall, minding my own business, and suddenly someone would "call me out" because she thought I looked at her the wrong way. My friends would lower their eyes and scurry away fearfully when it happened to them. If they would have refused to back down, too, maybe no one would've had that problem at that school.
When no one stands up to the bullies, the bullies begin to believe they're entitled to push people around.
I'm thinking that's what happened in the video for this story. The girl being beaten probably was like I was at her age: it sounds like she'd refused to back down. She was either all alone or none of her friends backed her up. I could've been in that girl's shoes, when I was young, if I hadn't been so lucky.
I'm not surprised that there are adults who would cheer on a beating; but it is a disturbing part of the story.

The comments there are pretty telling. People are really, really tired of this sort of black on white criminal behavior. It comes up any time there is an event of this sort, and the response is very vehement in any sort of unmoderated forum, I think because of the extreme bias in reporting of events of this nature.
Eventually the message is received that "others" can do as they wish without reprucussion, or with lesser reprecussion.
People will only take so much of that. It actually fuels racism. It fuels blacks to say whites deserve it (they must if its accepted) and it fuels whites to say blacks are violent etc etc. This is especially so when you combine it with the race card again and again.
It doesn't do anybody any good.
You and I are in complete agreement thus far.
Getting back to the reporting and public commentary, there was an article from 12/2009 about a black gang attack on an 8th grader after school. Here is the FR thread:

If you go to the originating site, what you don’t see are the many, many pages of comments that were made on this story. The story was posted late in the day, and then presumably everyone at WCBSTV went home for the night, while readers of the article posted hundreds of comments. It was extremely eye opening, and really showed that average people just have had it. The next morning, the comments got pulled.
I saved several pages worth to my hard drive. It makes for interesting reading.
