How do you arrive at that conclusion as their statement referred to Hawaiian vital records?

There's only ONE vital record in Hawaii that verifies place of birth. If the original birth certificate was sufficient, there's no need to mention any other vital record and especially not in the plural. IOW, Obama would have to show something in addition to his birth certificate in order to get a passport going by that statement.
