This then raises the question of when someone is too impaired to have the reason to vote for legislation, taxes, decide on Armed Services appropriations and otherwise perform duties that affect all Americans and national security

If he is non compos mentis, this guy would have a guardian or conservator to manage his life. He wouldnt be capable of legally voting for socialist takeovers.

So far as I can tell, he is running for re-election. He is also a current member of the House leadership, so they not only don’t have a problem with him, they have elected him to a top position in the party — he’s the best and the brightest they have to offer.

OK, I don’t even believe that they believe that. He’s one of their affirmative action picks, meant to placate the Congressional Black Caucus.

His staff should do something. But he’s their meal ticket. Lots of people invested in keeping someone in congress when its best for that person to leave for his own health.

You do have a point here. Let's be honest with ourselves. The video evidence submitted shows this poor Hank Johnson fellow to be so stupid he can't remember to draw the next breath without referring to crib notes written on the back of his arm.

I didn't think it was actually possible for a person to be so mentally incapacitated that they would be ineligible to serve as a U. S. Congressman, but I think we've found someone who fits that description.
