I just can't think of a DHS agency that actually has uniforms that say "DHS." All of their branding has the DHS shield on it, but has their agency name. Maybe the guys that protect the federal buildings, but their jurisdiction is just that, federal buildings.

Your friend should get the license number and vehicle description and call his local police.
