I’d be surprised if you’d find a jury in the world who would convict him. Jury nullification is still an option.

No jury would be involved. This is not a criminal case; the Court of Appeals ordered costs paid. If he doesn't pay, the U.S. Marshalls will garnish his bank account or seize his car.
