I think VA AG Ken Cuccinelli has to go throug N VA District (rocket docket) then the Court of Appeals in Richmond then SCOTUS.
What I read from the article was that this case was being filed in the Circuit court, so next above that is SCOTUS, The Va AG’s case is entirely different.
