Yes, and state govts have had the authority to revoke the charters of corporations(s-corps or c-corps,etc)which hire
these workers instead of hiring citizens and legal residents.

But to my knowledge, not one stinking state has bothered to take these cheap-labor-loving businesses to task.

What’s up with that crap?

Of course, it’s way too late now for the state govts to
“get religion” on this matter...but they did have a very long time and a plethora of opportunities to get the job done, to do something against these stinking businesses, which just adore having a steady supply of cheap, unprotected workers.
