Because the average family of four making $88k isn't going to be able to afford $15k in premiums when his company drops his coverage.
My family wont be able to afford it either and we are not much above the 88K heck I dont think we will even be able to pay the penalty. Unlike some folks we are actually apying our mortgage,car insurance,taxes and proerty tax not much money left after that
