Because that is the way the feds developed the "insurance" program. A program that is administered by commercial insurance companies. For example, Allstate, State Farm, etc. issue the policies but NFIP/FEMA are the "insurer". And the commercial insurers receive a commission for handling the paperwork. Those same insurers, of course, would never provide the same kind of "flood insurance". Why not? Because it is bad business! There is now way to make money because if you properly underwrite the risks to cover those that are prone to flooding the rates are through the roof!

Of course... which is why the taxpayer has to do it. Ugh.
