Obama didn't set up the Public Health Service Commissioned Corps. Grover Cleveland did. And that was just a reorganization of a system signed into law by John Adams. For all of Obama's many sins, no one has advanced one single credible claim in this thread that he has made the PHS into some kind of threat.
He could easily morph this thing into an army.

The Commissioned Corps has about 6000 officers; 1000 physicians, 1400 nurses, and the rest are pharmacists, dietitians, shrinks, therapists, vets, etc. Do you have any idea how much time, work, materiel, and money it would take to turn a cadre of 6000 civilian medical professionals into an army? Don't you think most medical professionals that would want to be in an army would have joined the Army instead of the PHS? Why would Obama go about creating an army out of a civilian organization with no military training or warrior ethos when he already has the US Armed Forces, every 1811 federal agent, and the entire Intelligence Community already working for him? (Not to mention the Democratic Party, ACORN, COI, SEIU, and the mainstream media.)
Besides, what kind of Army wears Navy uniforms?
