Interestingly, the page has been moved or is now unavailable. Either they have moved it from prying eyes or they intentionally have very little bandwidth.

What is this doing in a “Health care” bill and why did no one report it before? It's a Reserve Corps of the Public Health Service. But it probably should have been in it's own bill.
Of course when all the insurance companies, private hospitals and some Doctor's practices go tits up, and people have to go to "Public" hospitals, well BO will just call up the reserve "corpse".
