There is no need for a constitutional convention. There is a way to circumvent congress though. 2/3 of the state legislators can vote for a new amendment, or nullify an old one. If the state legislators opt not to vote they can put the issue up as a state referendum, and let the people of the individual states vote. They tried to do this with the (ERA) Equal Rights Amendment, in the 70’s. It felled.
