That's right. The Constitution is the law, including Article 1 Section 8, which enumerates congressional power, the Tenth Amendment, and the Thirteenth Amendment.

How does this get around revenue bills having to arise from the House, when the bill passed the Senate first? And if it was a matter of the Senate passing a House bill—even though that’s only a technicality, in that they altered it past recognition to the point that everyone recognizes it really wasn’t the same bill but is merely pretending as if it is—doesn’t it have to go back to the Senate before it becomes law? What the hell is going on here?
