You ask, how will 30 some states get into agreement? without a free for all?
The answer is simple, look what took place today. We have 30+ States filing against the Feds all in agreement that the health care bill must go. Tough some of the states are arguing why it must go from varying legal standpoints the final resolution to all is the same - rid ourselves of this overboard, unconstitutional bill.
They managed to do this all without a “free for all”. Now, if the States can be depended on to do this, do you really think that they will accept some ridiculous Amendment being proposed and accepted by 3/4 of the States?
Please go up thread and read this in its entirety, especially the information on the 1992 Congressional law codifying the process for Proposing an Amendment.
They came together at this juncture...it’s early yet...this was to protect the people (and the states coffers)from mandatory healthcare purchases.....and as I understand it a Gov. signiture not required....rather A.General. However, some Governor did state that if the A.G. and legislature wouldn’t.... he would......So you see it indeed has potential to get messy.
