I didn't see him out in front opposing this crap where he should have been if he was truly against it. It was a cover your *ss vote for his next election since they didn't need him this time.
The Inner Party has always allowed individual RATs to vote against the program when they are sure of passage. The time they took on this bill was probably spent deciding who would be REQUIRED to vote "yes", not on principled discussions of the merits of the legislation (since there aren't any!)
