And to those confused on the procedure and trying to remember your civics... don't worry... you're not alone. I am a Congressional geek and former intern and know the rules better than most (I would actually enjoy being a parliamentarian). They aren't following any procedure that's ever been done before. Some of these tricks have been done in isolation -- but never all at one time and in such an important bill.
