If “no abortion pay” language is in a reconciliation bill, that makes it subject to a point of order challenge in the Senate.
Because reconciliation is not equipped to handle such policy issues, but rather budget issues. The Republicans not only would not vote for a reconciliation bill, period, under any circumstances, but they will raise points of order to force items to be stripped out of the bill that are not reconciliation items.
In addition, the House pro-aborts are adament that such language not be in the House changes bill.

My understanding of that at least one element of the Health Care bill is that women may option for $1 per month abortion coverage and that the "real cost" is then subsidized by the Federal government. Please let us know of any information you have on this AND if such a situation would then be considered a "budget" issue.
