Exactly. They refer to Spiritual Israel (The Church).

Or, put another way: the verses refer to Messiah-believing Jews, and also those johnny-come-lately gentiles who are incorporated with this Believing Jewish community.

(Which would be another way of saying, The Church: a Messianic-Jewish community with assorted gentiles grafted in).
