So what are they voting for tomorrow if they already deemed the Senate bill passed by the House? This is so confusing to me.
Thank you as I am also very confused! I thought the Slaughter Rule was if they didn't have the votes, then they'd just "deem" it passed. If they have the votes, doesn't it just pass?

No, the Slaughter House rule just allows the Congressmen the fig leaf that they didn’t vote on just the senate bill but also the changes. In a real democracy, the Congressmen would have been forced on a up and down vote on the Senate bill only. The Senate bill contains many things the House does not like.
