Unfortunately, I don't think that's possible. The benefits of perpetual incumbency will always distort the competitive field. I used to think that term limits were not worth the cost (i.e., always having newbies in office who had to reinvent the wheel every four or six years or so), but I have now completely changed my mind. The Founders intended for Congress to be run by amateurs, and I think that we ought to go back to that view by making perennial incumbency impossible.
