“Unearned income” is also known as interest from savings and profit from investment. If you lose money risking capital, you don’t get a refund, but if you make money, you are penalized for it [on top of the taxes on your income].

Our tax system seems as if it’s deliberately geared toward slowing down the economy. The Left doesn’t care that the “little guy” they purport to advocate for suffers the most because of this.
