Mail it in with your own envelope without a stamp and remove any barcodes

It will go to a "Postal Recovery Center," (dead letter office,) be opened to find the senders address, and returned to sender for postage.

You are stating rules we understand about postage. With a census address on it I wonder with this bunch.
