I don’t know about completely surrounding...but in my experience when I went to Washington DC it doesn’t take much to cause Gridlock on the beltway.....A few dozen trucks in certain places side by side in groups of 2 would easily be able to cause major chaos!!

I wonder how many trucks it would take to completely circle DC on the Beltway.

Small numbers causing gridlock and chaos, I don't think will scare the undecideds. We need large numbers, not necessarily causing chaos, but instead show the undecideds the quantity of people who are pissed off.
