It makes sense that they haven’t spent all that much on scholarships yet, the numbers are steadily rising as the kids get older and closer to college age.

OK, but they don't disclose the amount of the "scholarships". What if the 55 in 2002 are for $1,000 each, and the 201 in 2009 are for $10 each?

Scholarships are reported to the IRS by non-profits. Why not look or ask for the info before condemning them?
