Send it Priority Mail, if you can! And avoid using the US Post office. I'm not sure about the "box" idea, it may be better to send it via 2-day or overnight Priority Mail, so as to avoid it being sent away from the Capitol for scanning.

Mail has to go through anthrax screenings...takes longer to get to congresscritters.
Post card might be simpler, noting to open.
One problem. I do not believe UPS nor FED Ex deliver on the weekends.
