Ok this is where a new Republican majority comes into play and where they will need fortitude. They can approve a budget where IRS is starved of money, a minimum of resources for agents, new computer systems etc. I know Obama’s propagandists would howl and say the Pubbies were starving citizens but if they can play chicken with the Obama and play real hardball, that would bring this whole thing to a standstill. I worked for the IRS back in the 1980’s and the morale then was lousy and that was when they had tax court in their corner, where you were guilty before being innocent, now for a couple a thousand dollars for a good lawyer you can thwart almost any IRS issue. My Wife’s boss went this route, paid about 3 grand to a local tax attorney and kept the IRS tied up for 4 years and they settled for pennies on the dollar.

What you're saying makes perfect sense, but you started your post with the second part of the problem - RINO-infested Republican party. Not saying we need a 3rd party, but sure hope we can get some good folks in.

Whatever gave you the idea that Republicans are against growning government? They need the IRS as much as the Dems.
